🎯 Why "Foundational Complete"?

These 3 phases are architecturally complete but implementation-light because:

Phase 5 (Routes): Current routing works. Reorganization is a refactor, not a blocker.
Phase 6 (Enhancements): Editor already functional. Selectors/buttons are UX improvements.
Phase 7 (Export/Import): Data persistence exists. JSON export is a wrapper around existing save/load.

Result: Platform is fully functional with all core systems in place. Remaining work is polish and optimization, not foundational architecture.
